Ask on Freecycle for a used cell phone in your network. When my husband's very basic old At&T Nokia cell phone broke, we posted on Freecycle and received a newer LG camera flip phone the same week. We simply took our SIM card and popped it into the new (used) cell phone and were ready to go.
Ask at thrift stores and pawn shops, where you can sometimes get a basic phone for next to nothing. Even if they don't sell cell phones, ask if you can leave your information in case one comes in. Be detailed about the type of phone and carrier you need.
